Euclid Beach Specific Plan Area

The Euclid Beach Specific Plan Area is hereby established in the area described and depicted in Exhibit “A” which shall be presented herein as if integrated as a part of this Ordinance.

The Euclid Beach Specific Plan Area shall be zoned as Low-Density Single-Family Residential 1 (R-1) for all those lots east of Pacific Coast Highway to the eastern boundary of the Specific Plan Area. All areas to the west of Pacific Coast Highway shall be zoned as Tourist Beach Commercial (C-B) to the western edge of the Specific Plan Area.

Amendments to the zoning of this area shall consistute a required amendment fo this Specific Plan Area.

For the welfare of the residents, tourists, and proprietors of this Specific Plan Area, the following uses shall be explicitly prohibited all throughout the area regulated by this Ordinance:

  1. Tobacco Shops (including Vape Shops)
  2. Nude Beach
  3. Burlesque Dancing
  4. Adult Entertainment Facilities
  5. Hog Farms
  6. Animal Slaughter Houses
  7. Telegraph Offices
  8. Video Rental Stores
    • Those stores existing as of July 6, 1973 are exempted.
  9. Retail Stores, greater than 80,000 square feet
  10. Check Cashing Stores
  11. Adult Novelty Stores
  12. Cannabis Dispensaries

Amended August 1, 2000

The following uses shall be subject to a Major Conditional Use Permit:

  1. Recreation Equipment Rental and Sales
  2. Retail Stores, 80,000 square feet or less
    • Those locations which were used for such retail stores existing as of May 1, 1950 shall be considered principally permitted uses and shall not be subject to this requirement in the future.
  3. Bars
  4. Drive-throughs
  5. K-12 Schools, Public and Private
    • Schools must be located on lots at least 30,000 square feet in size.

This section establishes noise, lighting, and operational performance standards applicable to all uses within the Euclid Beach Specific Plan Area.

All uses within the Specific Plan Area shall comply with the noise standards established in this section, measured at the property line of the receiving land use.

Exterior noise levels shall not exceed the limits prescribed below, measured at the nearest sensitive receptor.

Residential uses shall not be exposed to exterior noise levels exceeding 65 dB(A) Leq during daytime hours. Commercial uses in the C-B zone shall not generate noise in excess of 70 dB(A) Leq at any adjacent residential property line.

Exterior noise levels shall be reduced by 5 dB(A) from the daytime standard during nighttime hours. Amplified music and mechanical equipment operation that exceed 55 dB(A) Leq at the nearest residential property line are prohibited between 10 PM and 7 AM.

All those areas within the R-1 zoning district within this Specific Plan Area shall be subject to the following development standards:
